[Qlustar General] End-of-Life for Qlustar 11

This is to inform you that with the latest security release, Qlustar 11 has reached its end-of-life and will receive no further updates of any kind. Please update your clusters to Qlustar 13 and be aware that you will have to move first to Qlustar 12 and then do the update to Qlustar 13. This is the only supported upgrade path.
