[Qlustar General] qluman-cli --gencert and qlumand-apt-trigger errors

Hi, I'm trying to do a fresh install using 13.2-1 (Ubuntu) and noticed this error during the initial config;

qlumand-apt-trigger: timeout

the instal then finishes but when I try qluman-cli --gencert --debug

All I get is;

Error: Could not connect to server.

I found in the logs it suggested slurmd was not running, but even after manually starting qluman-slurmd it gives the same error.

Any ideas/suggestions?
